Chapter IV. POLITICAL PARTIES (as amended by Federal Law No. 93-FZ of July 21, 2005) Article 29. Participation of Political Parties in the Election of the President of the Russian Federation 1. Political parties shall participate in the election of the President of the Russian Federation and, inter alia, nominate candidates in accordance with this Federal Law and the Federal Law "On Political Parties." 2. The federal body of executive power charged with the registration of political parties shall make up the list of political parties which are entitled to participate in the election of the President of the Russian Federation under the Federal Law "On Political Parties" and this Federal Law and, specifically, to nominate candidates as of the day of the official publication of the decision to call the election of the President of the Russian Federation, and shall, within three days of the date when this decision was officially published (publicized), shall publish this list in the national state print media, post it in the Internet and, within the same period, shall present this list to the Central Election Commission of the Russian Federation. A political party which nominated a candidate shall submit information about its name to the Central Election Commission of the Russian Federation. (as amended by Federal Law No. 93-FZ of July 21, 2005) 2. The name of a political party shall be the name indicated in its Rules. 3. Repealed. – Federal Law No. 93-FZ of July 21, 2005) 4. The electoral documents shall use the full name of a political party if it consists of not more than seven words. If the full name of a political party consists of more than seven words and its abbreviated name of not more than seven words, the electoral documents shall use the abbreviated name of the political party. If both the full and the abbreviated name consist of more than seven words, this political party shall agree with the Central Election Commission of the Russian Federation a short name (consisting of not more than seven words), which shall be used in electoral documents. The short name of a political party shall meet the requirements set forth in Article 6 of the Federal Law “On Political Parties” and shall consist only of the words forming the name of the political party indicated in its Rules. The name of a political party shall not be changed after it has been submitted to the Central Election Commission of the Russian Federation. (Clause 5 as amended by Federal Law No. 93-FZ of July 21, 2005) Article 32. Authorized Representatives of the Political Party (as amended by Federal Law No. 93-FZ of July 21, 2005) 1. A political party which nominated a candidate shall appoint representatives authorized, under this Federal Law, to represent the political party in all matters relating to its participation in the election of the President of the Russian Federation. Authorized representatives of a political party shall be appointed by the decision of the congress of the political party or by the decision of the body authorized to do so by the congress of the political party. (Clause 2 as amended by Federal Law No. 93-FZ of July 21, 2005) 3. An authorized representative of a political party shall perform his functions on the basis of the decision mentioned in Clause 2 of this article, which shall indicate the powers, surname, first name and patronymic, the date of birth, the series, number and date of issue of the passport or an equivalent identity document of the authorized representative, his residence address, the main place of work or service and position (occupation, if there is not main place of work or service). The lists of authorized representatives shall be submitted to the Central Election Commission of the Russian Federation in hard and soft copy, in accordance with the form established by the Central Election Commission of the Russian Federation. The list of authorized representatives of a political party shall indicate the surname, first name and patronymic, date of birth, series, number and date of issue of the passport or an equivalent identity document, residence address, main place of work or service and position (occupation, if there is no main place of work or service), telephone number of each authorized representative of the political party. A written consent of each of the listed persons to act as an authorized representative shall be appended to the list. (as amended by Federal Law No. 93-FZ of July 21, 2005) 5. Authorized representatives of a political shall be subject to registration by the Central Election Commission of the Russian Federation. (as amended by Federal Law No. 93-FZ of July 21, 2005) 6. Authorized representatives of a political party shall not take advantage of their office or official position. (as amended by Federal Law No. 93-FZ of July 21, 2005). 7. The period of powers of authorized representatives of a political party shall commence from the day of their appointment and expire when the candidate nominated by the given political party forfeits his status but not later than the day of the official publication of the results of the election of the President of the Russian Federation (as amended by Federal Law No. 93-FZ of July 21, 2005) 8. A political party may, by the decision of its competent body, terminate the powers of an authorized representative of the political party by notifying him to this effect in writing and presenting a copy of the relevant decision to the Central Election Commission of the Russian Federation . Equality of Rights of Political Parties in the Election of the President of the Russian Federation (as amended by Federal Law No. 93-FZ of July 21, 2005) Political parties shall participate in the election of the President of the Russian Federation on an equal basis, in accordance with the procedure established by this Federal Law. |
