He was born on September 9, 1972 in Moscow.

He has higher education. He graduated from the Moscow State University of Commerce with a specialization of “International Economist".

From 1990 till 1996 he was engaged in economic activity in the field of international commerce.

From 1996 till 2007 he was an assistant of the deputy of the State Duma of the Federal Assembly of the Russian Federation, Counsellor of the Deputy Chairman of the State Duma, Head of the Secretariat of the Deputy Chairman of the State Duma.

From 2006 he was Chairman of the Control-and-Auditing Commission of the Political Party “PATRIOTS OF RUSSIA”.   

In 2007 and 2011 he was appointed as a member of the Central Election Commission of the Russian Federation with the right of a consultative vote. 

From 2009 he was representative of the Political Party “PATRIOTS OF RUSSIA” in the Central Election Commission of the Russian Federation.

On March 3, 2016 he was appointed as member of the Central Election Commission of the Russian Federation by the Decree of the President of the Russian Federation.

He was awarded with the Medal "In Commemoration of the 300th Anniversary of Saint Petersburg”, the Certificate of Merit of the Central Office of the State Duma of the Council of the Federation of the Russian Federation; the Certificate of Acknowledgment of the Chairman of the Central Election Commission of the Russian Federation; the Certificate of Acknowledgment, the Certificate and Badge of Honour of the Central Election Commission of the Russian Federation “For merits in organizing elections”.
