SHAPIEV Siyabshakh Magomedovich

Member of the Central Election Commission of the Russian Federation

He was born on December 15, 1955 in the village of Gunukh of Charodinsky district of the Republic of Dagestan.

He finished Tlyarosh secondary school of Charodinsky district in 1973 with a gold medal for academic excellence and entered the department of law of the Dagestan State University which he graduated from with honours in 1978.

That year he continued education in Leningrad State University, at first being a research assistant then acquiring a rank of post-graduate student of the Department of Criminal Law. In 1982 he successfully defended his Ph.D. thesis. In 2000 he successfully defended his doctoral thesis at the Saint Petersburg University of the Ministry of Interior of Russia.

He is Honored Lawyer of the Russian Federation, Honored Lawyer of the Republic of Dagestan, Honored Lawyer of the Republic of Adygea.

From 1983 till 2003 he acquires a qualification of teacher, senior teacher, associate professor, professor of the Department of Criminal Law and Criminology of Dagestan State University, associate dean of Department of Law of the Dagestan State University.

He has more than 170 research works from which 150 works are involved in the field of criminal law, criminology and election law including several work books and monographs. More than 10 people passed Ph.D. defenses under his scientific management.

In 1993–1994 he was a chairman of the Territorial Election Committee on election of the Deputy of the State Duma of the Federal Assembly of the Russian Federation for Makhachkalinsky Election District No.11, the Republic of Dagestan, and was entitled to elect the deputies of the Council of the Federation of the Federal Assembly of the Russian Federation for Dagestan Election District No.5 (December 12, 1993). 

In 1994–1995 he was a chairman of regional (head) Election Committee of the Republic of Dagestan.

On April 22, 1995 he was appointed as a member of the Election Committee of the Republic of Dagestan according to the Order of State Council of the Republic of Dagestan. On June 5, 1995 he was elected as a chairman of the Election Committee of the Republic of Dagestan.

On April 28, 1999 he was reappointed to be a member of the Election Committee of the Republic of Dagestan according to the Order of State Council of the Republic of Dagestan. On May 27, 1999 he was reelected as a chairman of the Election Committee of the Republic of Dagestan.

On February 26, 2003 he was appointed to be a member of the Central Election Commission of the Russian Federation by the Council of the Federation of the Federal Assembly of the Russian Federation.

On February 21, 2007 he was reappointed to be a member of the Central Election Commission of the Russian Federation by the Council of the Federation of the Federal Assembly of the Russian Federation.

On February 16, 2011 he was appointed as a member of the Central Election Commission of the Russian Federation by the Council of the Federation of the Federal Assembly of the Russian Federation.

Being a member of the Central Election Commission of Russia within the board of 2011-2016 he was responsible for such activity areas as elaboration and implementation of measures related to legal training of electors, technical training of the members of Commissions and other election and referendum organizers, publication of necessary printed and audiovisual materials, supervision of the observance of electoral rights and the right of the citizens of the Russian Federation to participate in a referendum during the preparation and holding of election to the State governmental authorities of subjects of the Russian Federation, to the local self-government authorities, referendums of subjects of the Russian Federation, local referendums, supervision of compliance of rights of citizens of the Russian Federation to participate in a vote through response of the people elected directly by citizens, supervision of compliance of order of the creation of election committees, referendum committees established by Federal Law “On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum”, supervision of compliance of electoral rights and the right of citizens of the Russian Federation to participate in a referendum during organization of the election in remote or hard-to-reach areas, supervision of compliance of electoral rights and the right of citizens of the Russian Federation living outside the territory of the Russian Federation or staying in a long business trip abroad, other citizens staying outside the territory of the Russian Federation to participate in a referendum, interaction with judicial and law-enforcement bodies on issues of safeguarding of election rights and the right of citizens of the Russian Federation to participate in a referendum, investigation of complaints about decisions and actions (failures to act) of election commissions of subjects of the Russian Federation and their officers.

On February 10, 2016 he was reappointed to be a member of the Central Election Commission of the Russian Federation according to the resolution of the Council of the Federation.  

He was awarded with the Order of Honour, the Order of Amity of the Republic of South Ossetia, the Medals of the Order of Merit for the Motherland of the I and II degrees, the Certificate of Merit of the President of the Russian Federation, the Certificate of Acknowledgment of the President of the Russian Federation, the Certificate of Acknowledgment of the Chairman of the Council of the Federation of the Federal Assembly of the Russian Federation, the Medal of the Security Council of the Russian Federation “In Recognition of National Security Protection”, the certificate and honorary badge of the Central Election Commission of Russia “For Merits in organizing the elections”, the Order “For Merit to the Republic of Dagestan”, the Certificate of Merit of the Head of the Republic of Ingushetia, the Certificate of Merit of the People's Assembly of the Republic of Dagestan, the Certificate of Merit of the Parliament of the Chechen Republic, the Certificate of Merit of the Election Committee of the Republic of Ingushetia, the Certificate of Merit of the Dagestan State University.

He is married, has a son and two daughters, four granddaughters and three grandsons.
