Born on January 14, 1945 in the village Voskresenka of Volzhsk district of Kuibyshev region.
He finished Zhigulevsk boarding school № 1 (the orphanage) in 1963.
He graduated from Saratovsk Higher Command Engineering School (in 1968), the Military Artillery Academy (in 1980), the Russian Administration Academy in Moscow (in 1993), the Urals Academy of Public Administration (in 2002).
In 1963-1994 he served in the Soviet Army (missile forces and artillery of the Army). He is a military service veteran.
In 1990-1993 he was a deputy and deputy chairman of the district Council of People's Deputies of the Central district of the city of Chelyabinsk.
In 1993-1995 he worked as a chairman of the organizational and analytical committee of the city administration of Chelyabinsk.
In 1993-1995 he became a chairman of the Chelyabinsk City Election Commission.
In 1996-2000 he was a chairman and secretary of the Chelyabinsk City Duma of the first convocation.
Since 2000 he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the third convocation.
Since April 2000 he was a member of the Central Election Commission of the Russian Federation with the right of an advisory vote, since March 2003 to date he is a member of the CEC of Russia with the right of the casting vote.
In the membership of the CEC of Russia within the board of 2011-2016 he was responsible for the coordination of activities of the use, operation and development of the State Automated System "Vybory", including organizing activities of the information center of the Central Election Commission of the Russian Federation.
On February 24, 2016 he was appointed as a member of the Central Election Commission of Russian Federation by the resolution of the State Duma of the Federal Assembly of the Russian Federation.
He was awarded with the Medal of Honor, the Order of Amity, the Medal of Order of Merit for the Motherland of the II degree, the medals for Irreproachable Service of the I, II and III class, the Veteran of the Armed Forces of the USSR Medal, the five commemorative medals, the honorary medal “For merits in development of parliamentarism" and the Certificate of Merit of the State Duma of the Federal Assembly of the Russian Federation.
