He was born on July 5, 1957 in Uzhur of the Krasnoyarsk region.

He started his working career as a carpenter in state farm “Druzhba” of Uzhursky district.

In 1975-1978 he served in the Navy in the Pacific Fleet.

In 1985 he graduated from faculty of journalism of M.V. Lomonosov Moscow State University.

In 1985 - 1989 he was involved in the soviet and party work in the Krasnoyarsk region and also in editorial and publishing department of the Krasnoyarsk Polytechnic Institute. He was elected as a deputy of the Central Regional Council of People's Deputies in Krasnoyarsk city.

In 1990 he worked at the regional television as a reporter of news program “X”.

In 1994 -1999 he created one of the first private TV companies in Krasnoyarsk. He was CEO and then Chairman of the Board of Directors of TV company “TVK”.

In 1999 - 2003 he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the third convocation as an independent candidate of the Yenisey single-mandate electoral district No. 46 (Krasnoyarsk region). He was a Deputy Chairman of the State Duma Committee on information policy.

In 2003 – 2007 he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the fourth convocation for the Achinsk single-mandate electoral district № 47 (Krasnoyarsk region), nominated by the political party “United Russia”. He was a member of the State Duma Committee on international affairs.

In 2007 – 2011 he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the fifth convocation in a federal list of candidates nominated by the political party “United Russia”. He was a member of the State Duma Committee on international affairs.

From November 1, 2015 he was employed as the head of public and political projects at the Autonomous nonprofit organization “Center for public policy projects and communications”.

On February 10, 2016 he was appointed as a member of the Central Election Commission of the Russian Federation by resolution of the Council of the Federation of the Federal Assembly of the Russian Federation.

He is married and has two daughters, three grandchildren.

He is interested in active sports.
