KINIOV Alexandr Yurievich

Member of the Central Election Commission of the Russian Federation

He was born on June 12, 1968 in the military family.

He graduated from Leningrad Higher Politics College of MIA of the USSR; St. Petersburg State University, faculty of economics; St. Petersburg University of MFA of Russia.

He is a doctor of jurisprudence.

He served in the Armed Forces of the USSR; was the founder and general director of a number of manufacturing and commercial enterprises.

From 1998 he extensively participated in social and political affairs: being an assistant of a deputy of the State Duma of the Russian Federation and then a staff member of “YABLOKO” association (department of election and interaction with authorities), dealt with organization of election campaigns.

From 2004 he was a head of department of the Federal Antimonopoly Service. From 2013 he became a Deputy Chief of the Federal Antimonopoly Service.

In 2009 he was included in the list of executives of the President of the Russian Federation («Presidential 1000»).

In 2014 he completed a training module of the senior executives of the highest reserve.

On March 3, 2016 he was appointed as a member of the Central Election Commission of the Russian Federation by the Decree of the President of the Russian Federation.

He is author of several dozens of books, scientific articles and teaching aids on economics and law. He is a head of department in Russian Presidential Academy of National and Public Administration, professor in O.E. Kutafin Moscow State Law Academy.

He is awarded with the medal “In Commemoration of the 1000th Anniversary of Kazan”, the medals of the Order of Merit for the Motherland of  the I and II degree. He is honored worker of the antimonopoly authorities. He is current state counselor of the II class of the Russian Federation.

He is married and has three children.
