GRISHINA Maya Vladimirovna

Secretary of the Central Election Commission of the Russian Federation

She was born on May 2, 1969 in Moscow.

In 1992 she graduated from the M.V. Lomonosov Moscow State University with a degree in jurisprudence.

She is an honored lawyer of the Russian Federation.

In 1992-1993 she was a leading specialist of the Constitutional Commission Registry, and then of the Constitutional legislation committee of the Supreme Soviet of the Russian Federation.

In 1993-2003 she was a legal executive, assistant head of department, head of the Legal Administration; from 2003 to March 2007 was deputy head of the Legal Department of the Central Election Commission of the Russian Federation.

From 1997 she participated in preparation of federal bills on elections and referendums (“On fundamental guarantees of the electoral rights and the right to participate in referendum for the Russian Federation citizens”, “On election of the President of the Russian Federation”, “On election of the Deputies of the State Duma of the Federal Assembly of the Russian Federation”, “On political parties” of all redactions, “On the referendum of the Russian Federation”, of the relevant sections of the CPC of the Russian Federation, Code of the Russian Federation on Administrative Violations, Administrative procedure rules, other federal laws) in the CEC of Russia and in relevant working groups, set up in the State Duma of the Federal Assembly of the Russian Federation, by the Administration of the President of the Russian Federation.

In creative collectives she participated in making comments to federal laws (“On fundamental guarantees of the electoral rights and the right to participate in referendum for the Russian Federation citizens”, “On election of the President of the Russian Federation”. Repeatedly acted as an expert during the trials in the Constitutional Court of the Russian Federation. Took leadership in working groups of the CEC of Russia on preparing model and other legal acts.

On March 12, 2007 she was appointed as a member of the Central Election Commission of the Russian Federation by the Decree of the President of the Russian Federation.

On March 14, 2011 she was reappointed as a member of the Central Election Commission of the Russian Federation by the Decree of the President of the Russian Federation.

In the CEC of Russia within the board of the years 2011-2016 she was responsible for such activities as synthesis and analysis of practice of holding elections and referendums in the Russian Federation, preparation of law enforcement improvement and development proposals and verification of the implementation of the measures aimed at bringing the legislation of the  territorial entities of the Russian Federation into compliance with the federal law “On fundamental guarantees of the electoral rights and the right to participate in referendum for the Russian Federation citizens”, interaction with the highest judicial bodies, enforcement of the rights of the voters, participants of the referendum to learn about elections and referendums, enforcement of the rights of the Russian Federation citizens, political parties, and other public associations to campaign during holding elections and referendums, including through mass media, design and implementation of events, connected of the legal training of voters, professional training of the members of commissions and other election and referendums managers, publishing of applicable printing and audiovisual materials, verification of compliance with election rights and the right to participate in referendums for the Russian Federation citizens during the preparation and holding elections of the State government body of a constituent entities of the Russian Federation, local elections, referendums in subjects of the Russian Federation, local referendums, verification of the Russian Federation citizens’ of the observance of right to participate in a vote upon the recall of people, elected directly by citizens, compliance control of constitution of election and referendum commissions, set by Federal law “On fundamental guarantees of the electoral rights and the right to participate in referendum for the Russian Federation citizens”, interaction with judicial and law-enforcement agencies regarding safeguarding of the election rights and the right to participate in referendum for the Russian Federation citizens, administration of complaints about decision, activity (inactivity) of election commission of subjects of the Russian Federation and their public official, parliamentary parties equality control whereby covering their activities through state overt channels and radio channels; informational and analytical operating of the election system.

On February 10, 2016 she was reappointed as a member of the Central Election Commission of the Russian Federation by the resolution of the Council of the Federation of the Federal Assembly of the Russian Federation.

On March 28, 2016 she was elected as the Secretary of the Central Election Commission of the Russian Federation.

She is awarded with the Order of Amity, the medals of the Order of Merit for the Motherland of the I and II degrees, the Scroll of Honor and letter acknowledgement of the President of the Russian Federation, honorary badge of the Central Election Commission of Russia “For Merits in organizing the elections”.
