Born on August 15, 1951 in Izmail in Odessa Region.

After completing Izmail secondary school No. 1 he worked as a car electrician.

In 1969-1971 he served in the Soviet Army.

In 1978 he graduated from the Moscow Higher Technical School named after N.E. Bauman, graduated from the Training center for managers at the Moscow Institute of National Economy (MINE) named after G.V. Plekhanov (in 1991), from the Russian Academy of Public Administration under the President of the Russian Federation (in 1994).

In 1978-1986 he was an engineer and team leader of the suburban base of MHTS in the Dmitrov district of Moscow region.

In 1986-1990 he worked as a Deputy Head of the Dmitrov Branch of the scientific-production association "Elas".

In 1990-1993 he occupied the position of a Chairman of the Dmitrov City Deputy Council.

In 1993-1994 he was a member of the Council on development of local self-government under the President of the Russian Federation.

In 1993 — 1997 he was elected as a deputy of the Moscow Regional Duma and became the Deputy Chairman of the Moscow Regional Duma.

In 1999 - 2003 he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the third convocation and was appointed as a Deputy Chairman of the State Duma Committee on Budget and Taxes.

In 2003 - 2007 he was a deputy of the State Duma of the Federal Assembly of the Russian Federation of the fourth convocation, a member of the State Duma Committee on Budget and Taxes, a chairman of the Subcommittee on budget and extra-budgetary funds.

In 2007 - 2011 he was a deputy of the State Duma of the Federal Assembly of the Russian Federation of the fifth convocation, a member of the State Duma Committee on Budget and Taxes.

From 2006 till 2008 he worked as a coordinator of the All-Russian political party "UNITED RUSSIA" on cooperation with local authorities and was the Chairman of the All-Russian public organization "All-Russian Council of Local Self-Government."

In 2008 - 2011 he occupied the position of the head of the regional administration of the central executive committee of the party and the first deputy head of the executive committee of the "UNITED RUSSIA".

In 2011 – 2016 he was a deputy of the State Duma of the Federal Assembly of the Russian Federation of the sixth convocation, a member of the State Duma Committee on Budget and Taxes, a member of the State Duma Energy Committee.

He is a candidate of sociological sciences.

On March 9, 2016, he was appointed as a member of the Central Election Commission of the Russian Federation by the decision of the State Duma of the Federal Assembly of the Russian Federation.

He is awarded with the medal of Order of Merit for the Motherland of the II degree, the insignia "Parliament of Russia", the honorary title of the State Duma "For merits in development of parliamentarism", the gratitude certificate of the Chairman of the State Duma, the sign of the Governor of the Moscow Region "For Contribution", the various departmental medals, certificates and signs.

He is married and has two sons and four daughters.
