Of Accreditation of Mass Media Representatives

At the Informational Center of the Central Electoral Commission

Of the Russian Federation

“The Voting Day of March 1, 2009 in the Subjects of the Russian Federation”

 

This is to announce on the establishment of the Information Centre “The Voting Day of March 1, 2009 in the Subjects of the Russian Federation” which will be operational on March 1-2, 2009 at the Central Election Commission of Russia building on Bolshoy Cherkassky Pereulok, 9, Moscow.

The principal end for the establishment of the Information Centre by the CEC of Russia is to provide for a projection of the conduct of elections and publication of preliminary results of elections of members of the legislative and representative bodies in the subjects of the Russian Federation, as well as of heads and members of the representative bodies of the cities–administrative centers of the subjects of the Russian Federation and other municipal level bodies in the course of elections conducted during The Voting Day.

All the data will be available from the Information Centre of the CEC of Russia in on-line as provided through the State Automated System “Vybory” of the Russian Federation.

There are different scopes for the accreditation with us. So you may select the most convenient one to work at the Information Centre of the CEC of Russia.

Standard Accreditation:

- Mass Media should apply for an accreditation on the name of Ivan V. Mostovich, Head of Department for Public Relations and Information of the CEC of Russia. The accreditation application should be typed on a letterhead of the organization and signed by its administrative head. The official stamp of a corresponding organization should certify the application. The application-letter should contain in an alphabetical order the certified list of the individuals and be submitted in a printed version and on an electronic bearer. Copies of passports (pages 1 and 5) and two color photos by 3x4 seize should be attached.

- The names, positions and contact phone numbers of persons responsible for the accreditation on behalf of the Mass Media should be indicated;

- Application forms should be delivered to the CEC of Russia by a currier or by express-post (DHL, EMS, etc.). Besides an address an envelope should carry on an indication: “Urgent! For accreditation! Department of   Public Relations and Information of the CEC of Russia”;

- Attention! Only a full set of documents for accreditation is accepted;

- Applications for an accreditation should be delivered till February 16th, 2009.

- Accreditation Cards will be issued starting February 17 till February 25, 2009.

By E-mail accreditation:

- Your accreditation request should be addressed to the following e-mail box: cik.russia@gmail.com . It is to be marked by the “Accreditation” sing;

The following documents should be attached to the request:

- an application for the accreditation, as typed on a letterhead of the organization and signed by its administrative head. The official stamp of the organization should certify the signature. Sample attached (the original of the application should be duplicated by fax +7-495-6065994, 6067076).

Note: a request letter, as send by the e-mail should be on a letterhead of an organization, but should not be stamped and should not be signed. On the contrary the original application should be stamped, signed and send by fax. The application-letter should contain in an alphabetical order the certified list of the individuals with their positions of employment.

To precise any information it is necessary to point out the names, positions and contact phone numbers of the persons responsible for the accreditation:

- photographies of the each representative of Mass Media;

- passport details of representatives of Mass Media;

Note:

On The Voting Day of March 1, 2009 more than 3360 different level of elections and local referenda will take place in 79 regions of the Russian Federation. Among them 28 – are the elections of the members of legislative and representative bodies of subjects of the Russian Federation, 2440 are the elections of the members of the local self-government representative bodies, 880-the elections of the heads of municipal bodies and 12 are the voting in the local referenda when 146 are voting for changing the boundaries of the municipal territories. Out of the total number of elections 900 are the by-elections of different level.

Elections of deputies of legislative and representative bodies will take place in 9 subjects of the Russian Federation: the Kabardino-Balkar Republic, the Karachaevo-Cherkess Republic, the Republic of Tatarstan, the Republic of Khakassia, the Arkhangelsk Region, the Bryansk Region, the Vladimir Region, the Volgograd Region and the Nenets Autonomous District.

In 17 subjects of the Russian Federation local self government bodies of their capitals –the heads of the cities and the members of the representative bodies: elections of the heads of the cities of: Chita, Petropavlovsk-Kamchatsk, Blagoveshchensk, Murmansk, Novosibirsk, Smolensk, Tomsk, Chelyabinsk, Birobidjan, Anadyr; also the elections of deputies of representative bodies of the cities of Ulan-Ude, Chita, Khabarovsk, Bryansk, Vologda, Murmansk, Penza, Ekaterinburg, Tver, Chelyabinsk, Birobidjan and Anadyr were launched.

Local referenda will take place in the following municipal formations: 1 – in the Republic of Sakha (Yakutia) and 8 – in the Kirov Region.

About 146 voting for changing the boundaries of the municipal territories will take place in the Republic of Mari El, the Kirov Region, the Novgorod Region, and the Jew Autonomous Region.

According to the preliminary information about 20 millions of voters will take part in those electoral procedures on the 1st of March 2009.
